Oh No!
 I replaced the file that the read me told me to and now when i open TTR i get critical error saying that I am missing TTR_Menu, but that is what i was supposed to replace? |

Keep the TTR_Menu.u geez, just put the file named fix into the directory then adjust your INI as the readme said

Or just go to the LAN option, then from the window, click on the Internet or Favorites tab.

WOOT I OFFICIALLY DONT NEED THIS THREAD ANYMORE BECAUSE YOU GUYS ARE REALLY COOL AND GOT ME PLAYING AGAIN!!
I got TTR to work today and played a few matches. I need to learn some of the maps but it was fun anyway  .
