Makes it sound great to me. Disable them from doing any more damage, without any actual violence or damage to them. And it doubt it would be used as a first option, more of a last resort.

Yes, I had the same impression. It looks more like a psychological weapon. At least that\'s what I hope.
Anyway, do the USA government really need more crowd control weapons? It makes you wonder why.
