The usual red-tape story I suppose, but truth be told this isn\'t the worst that happened during the resolving of this crisis.
As long as they don\'t rebuild the city about 10 km\'s back landinward its never going to be resolved.
They\'ll start rebuilding and just when everything starts getting back on track very good (a few years, at the least) another disaster of some kind comes along...
